EDE has it. Reboot Tasmia was born as Talok VIII's planetary-champion-in-training, a title passed down from parent to child. She was taken from her mother soon after birth, so that "no one danger could claim both their lives". They only saw at each other ceremonies where neither was allowed to speak. So Tasmia had no attachment to her mom, and was eager to take on the mantle herself - a role that would only be passed down upon her mother's death.

I couldn't think of anyone villainy with super swimming other than the Knave of Krypton. Funnily, he doesn't do any swimming in the story. I could have picked anyone.
Note that Officer Arthur Curry V of the Sea Police would be Dev-Em's nemesis in National's short lived Shoals of Adventure.
