They were all superheroes? Definitely not. I don't believe any of them are shown as having powers, but that's not the most important thing. The inmates are not robots, although a robot plays an important role in the story that features this facility.

That's *sort of* on the right track. Gah! I think I remember the robot, but I can't remember why it was doing what it was doing. Were they all in suspended animation, and the robot was avenging them for something? (I think that was a later Ivo plot now I've typed that)

Hint: There are no guards, booby-traps, or energy-pulse fences to prevent the inmates escape.

Nope. They disabled themselves during their crimes? And, yes! Ibby has it! The "Alphatron Criminal Clinic", on the planet Voran, is home to handicapped inmates who had permanently disabled themselves while committing their crimses. Apparently, it was assumed that, since they were disabled, they didn't need guards? It appears the authorities seriously underestimated them, however, since they were at least able to build the villainous robot Klim out of boredom and spare parts! Klim is most notable for the time his malfunctioning visual circuits led him to believe that in the existence of a Legionnaire who was some sort of amalgamation of Cosmic Boy and Chemical King.
