Not Projectra; there was a scene where Cos wanted to hold her back cause she hadn't manifested her powers yet, but she insisted - claiming her right as a Legionnaire.
Not sure about Sun Boy, but it definitely wasn't Brainy who did it.

So this doesn't go on forever, I'll give the situation: this was the team Brainy formed to take on Terror Firma, and they ended up capturing Elysion.
Brainiac 5 once assembled a Legion away team, and specifically chose one Legionnaire to NOT go on this team. Which Legionnaire was this? This was a "public" mission and the announcement was made for all to hear, and Brainiac 5 specifically said NOT to bring this Legionnaire along, while specifically naming others to go.
This was in the Threeboot - the team that fought Terror Firma and captured Elysion.

Cosmic Boy? Their rivalry was a huge part of the early Threeboot. If memory serves it was while the team including Brainy was off-planet that Cos raided his quarters to find all his secrets. Great teamwork. So much to admire. *sarcasm*

Nope. This was after Cos had been ousted as leader, and he was leaving the team. So Brainy didn't specifically mention him.
What struck me was Brainy just said, "but do not bring X Legionnaire" without ever explaining why, and it wasn't explained elsewhere in the story either.
And yes, I really disliked that whole in-fighting part. The Legion's camaraderie was always one of its biggest selling points for me. One reason I liked the Reboot version so much, and also Shooter's Adventure-era run.

Yeah, the threeboot was quite un-memorable (except for that second issue, which hits so many great beats). It also doesn't help that I stopped maintaining the Legion Help File before this point.
