JLA/Titans had pretty much every Titan ever until that point. But which four Titans were used to illustrate that, well, EVERYBODY was there?
1) Flamebird 2) 3) 4)
not:
Jason Todd (deceased at the time) Tim Drake (not yet a Titan) The second Dove (deceased at the time) The second Terra (there but not as EVERYONE) Duela Dent (not considered an official Titan at the time, apparently) Gnaark (deceased at the time) Rose Wilson (there but not as EVERYONE)

Got one. As for the rest, Dead Titans were not included. the story involved collecting surviving Titans, so they could not be.
JLA/Titans had pretty much every Titan ever until that point. But which four Titans were used to illustrate that, well, EVERYBODY was there?

Based on the answers, I'm definitely thinking on the wrong part of the book. And my back up answers don't work either. Fortunately plan c: random guessing is still on.
Flamebird and Lilith were both part of Titans West weren't they? So.. Golden Eagle and um... I think we've named them all... Beast Boy/ Changeling?

and you got it, it was Mal!
After all the Titans are collected, Nightwing, Beast Boy, Flash and Raven manage to get free (Raven was never caught, she was some kind of intangible soul being then... anyway!) They began noticing that pretty much every living Titan was around... and they chanced upon these four and kept remarking "wow, someone was VERY thorough"; "the gang is ALL here!"
Quite odd, because Lilith, Mal, and Bumblebee at least were "real" Titans way way back, and usually one would expect the earliest members to be in the forefront. Mal and Lilith at least also had fairly long tenures.
Flamebird i can kinda get as she was part of the adjunct team...
Duela, despite having been a Titan longer than Bumblebee was, was left out and only collected when Cyborg went for Titan's allies (Chris King, Azrael, Frances Kane and a few others were also lumped under allies) - though Duela is the most glaring one.
just a sign of a continuity shake up?

Got it in one Ibby! It's a plot twist I don't think I gave anywhere near enough credit to at the time. Gar playing around with the helmet, then the terminator appearing, leading up to the non-battle issue.

Yeah, that was quite a moment for both Gar and for Deathstroke!
leading into a rather interesting relationship between Deathstroke and the team... one alluded to in JLA/Titans, where Cyborg sent a pod to collect Deathstroke to help, but he declined - causing the pod to skip over him.
Lessee...
JLA/Titans is great for this... lots of possible questions. in JLA/Titans, Elongated Man commented that a certain building is always in danger of collapsing during every major Crisis. Which city, suburb or neighborhood /street was this building in?
PS I also thought it cool that they brought in so many characters in a way that made sense - like a bunch of JLA reservists showing up to help - it was a global crisis after all!
