Since someone noticed the M'Onel concept, I thought I'd post Jeff Moy's concepts for the betailed Kinetix as well (either from Whitelighter's dead site or LegionPics, probably the former).

What a wonderful album to wake up to!

Perma-windswept hair is good. Glad he didn't make the pointy ears too big, and glad he didn't push through with the feelers. Interesting that the tail is absent here, I wonder who eventually decided to add it.

More skirts are good She was the only Legionnaire to actually have a skirt though...

Posting it was quite a gamble, but it turned out well

I wonder who else would have been candidates for a skirt. Monstress, pulling of a 21CL Amazon look. Maybe Kid Quantum, who doesn't rely much on hand-to-hand.

I doubt either. Remember, Kinetix's new look debuted in Legionnaires #34 (between LSH v4 #77 & 78). Not only would Monstress & KQ2 not debut for months - LSH #82 - but they wouldn't join the team for another year. (And First Appearance Monstress was nothing like the character she suddenly became when Carmela Merlo started dialoguing her!)

For context, the other girls on that team at that time were Imra, Spark, Triad and Vi, while XS would rejoin very shortly afterward and Andromeda (who sort of had a skirt) helped out during the "Conspiracy" arc. [And I suppose Triad-Neutral would briefly sprout a skirt during Emerald Vi arc as well.]

At the same time, there's a basic problem with having skirts on a team where everyone can fly. I'll let you figure out what for yourself.
