All official Legion World statues are built by Statues, Buildings and Wonderous Architecture Construction Co.
The only exceptions are The Statue of the Legendary Poster of Cobalt Kid, erected by the people of Legion World, and The Statue of our Lost Kid Prime, originally erected by Fat Cramer as a statue of Abin Quank before being reformed into a statue of Kippers. Both of these have been certified as official Legion World statues, and thus are on display on Embassy Row.

Well, obviously anyone who wants to erect a statue can. And if they want to deem it "official", they can as well. Glorith, as I recall, has also declared herself LMB Leader as well. That of course does not make her leader, any more than it makes her statue genuinely official.
There are, and must be, proper procedures for these things, lest Legion World society collapse into anarchy and chaos.
The task of overseeing the construction of statues has fallen to me, under the advisement of the Special Committee on Statue Construction, just as the task of assigning everyone their daily LMBP duties fell to MLLASH. That's the way things are.

I bumped Lash's duty roster thread but he no longer posts to it. Oh, how I long to be given a duty by the Lashmeister.
Fear not, milliner, I do not seek to OVERTHROW you. I merely marveled that the previously destroyed Glorith statue had been rebuilt. Official, shmofficial, it's got a nice rack.

Lash's role as assigner of duties was key in the early days of Legion World, before we had an established government and had settled into routines as to who was to do what.
However, should an emergency situation arise and the normal routine be disrupted, it would once again fall to MLLASH to make sure the important tasks of fanning him and cooking are done.

Very true my friend, very true.
And we haven't seen Glorith since her infamous affair with Faraway Lad which led to Far's being forced to leave Reboot's government!
And BTW- making Thora's statue official is currently under review. We should have word to the public soon on this.
