Er...I'm not Dave, or Steve for that matter, but Jan Jor is from ADVENTURE COMICS #354 March 1967.
On page 15, the adult Legionnaires are searching through their records looking for any member who had a criminal record or who associated with criminals since leaving the Legion. Jan Jor's file is shown. He's 32, 6' 3" and 180lbs. That's all we know about him.

But, if memory serves, he hadn't been fully inducted into the Legion when his deception was discovered. He had only passed the try-out. (Which, admittedly, doesn't explain why the Legionnaires gave him his own name card and shot a picture grid of him at their meeting table -- but without that grid, the story wouldn't work. )
I'd always figured the picture implied he'd made it into the group, although I suppose it might not. Maybe the Photographer was already there that day and they figured they could get the picture done and not waste time with it later...

It's probably one of those stories where the writer or editor came up with the title first and then wrote the story around it. "The Legionnaire Nobody Remembered" is a lot catchier than "The Legion Applicant Nobody Remembered."

"Ever notice how nobody misses Jimmy Olsen?"
One of the coolest reprint volumes this year was the Jack Kirby JO stories. I loved how in several episodes, Jack used the logo, "Jimmy Olsen's Pal, Superman" (THAT's puttin' him in his place!).
I was describing this book to someone who'd never read any of the stories, but was generally familiar with the Wiesinger-era JO. I pointed out how in every story JO seems to mutate or get involved in one rediculous situation after another. Considering that, it really didn't seem so out-of-left field when in Jack's 1st story, Jimmy winds up becoming the LEADER of a BIKER GANG! (And tells Supes to get lost, man!)

"The Legion Applicant Nobody Remembered" sounds like a lost paperwork issue.

Whoops, my bad. I thought it was strictly alphabetical.
Re Mujumbi, the name should be "Mwindaji".
Re Shvaughn Erin's placement on the list, I know she wore a flight ring, but I don't think she was ever actually a Legionnaire. When the Legionnaires were voting on Impulse (Bart)'s membership, there were 7 votes total - Cosmic Boy, Saturn Girl, Brainiac 5, Gates, Spark, Apparition and Ultra Boy. Neither Shvaughn Erin nor Inferno II got a vote. I don't know if they were ever given honorary status though, and it was implied in LSH 96 that Inferno was considered by Triad to be a full Legionnaire.
