It's too early in the morning for me to do much maths here but the other games I saw maximums usually seemed to represent double each character's starting score (usually 10). Our characters start at 5 and a 10 maximum seems too low so I'd recommend leaving the maximum at 20 IB.
I also think a lower maximum would make the game more exciting and force players to spread their love around rather than just focusing on one or two pet characters.

I liked Postboot Brainy much more than any of the other versions too but, like you said, it's better to take out the big guns first. I'm also tired of the idea that Brainy is an ubiquitous presence on this team and they can't survive without him. IMO writers use him as a crutch way too often and its high time we got to read a Legion without him for a while.

That's how I feel about Lyle. I remember we had a versus game run by Portfolio Boy back then, where Lyle managed to beat every single Legionnaire in a round-robin type battle. Final matchup was between him and Element Lad, and while Lyle COULD win... It just seemed too much.

That's also what I liked about Postboot Brainy - he failed sometimes. I liked that Lyle beat him at times, showing there was run for both scientists in the Legion. Then it was Lyle who started getting overused

I can't imagine Lyle beating Jan in a fight but he is one of my top 3 fave Legionnaires of all time so I am watching you vote him off with a heavy heart.
