I tend to think that there were little metal clasps inside the uniform and that he was holding it up with the power of magnetism.

Maybe he adopted that costume as a subtle hint to his night stalker Lydda.

And let's not forget Laurel Kent's, umm, wraparound? I finally came to the conclusion that she was actually nude under that cape with a bit of strategically-placed black body paint. Apparently Sun Boy thought so too.
