I read somewhere, (can't recall where,) that Terrus was created for the Legion Vs LSV story in the premiere of the Baxter Series. The rest of the LSV were characters previously seen either as Legion Rejects or as part of other, (smaller,) villain groups. they wanted a completely new character, (one who hadn't been seen previously.) They didn't do too much with him, but he was introduced in that story.

So, is someone keeping track of how well George is doing at including everyone?
He might need a checklist of who he's missing before he finishes up the last few issues!
