Because adding wheels to tomatoes changes it from being an agricultural product to an industrial product. If I then put a microchip containing a poem on it it becomes a cultural product. Thus I will be able to subsidize the production of my cultural/industrial product and put foreign tomato producers out of business because cultural products are exempt under the NAFTA agreement.
