The Assistant D.A. -- Brainiac 5, who ably prosecuted Star Boy. The D.A.'s Assistant -- Ayla Ranzz: If Elizabeth Rohm's character was gay, then it fits. The D.A. -- R.J. Brande: old, rarely seen until the end, and makes pithy comments, by damn!

Capt. Picard: Brainiac 5 - more of a thinker than a fighter, can be aloof and not good around children.
Commander Riker: Mon-el rugged strong man with a secret sensative side
Counselor Troi: Psyche (of the Wanderers) Technically not a Legionnaire, but her powers most closely match Troi's and I didn't think Saturn Girl had enough empathy to play Troi.
Lt Commander Data: Quislet - Has the metal body and wants to interact with humans
Lt Commander La Forge: Invisible Kid II - both are kind of wall-flower types
Dr. Crusher: Kinetrix -- both for the fiery red hair and the assertiveness of the character
Lt. Worf: Timber Wolf - got to go with the obvious

Okay, I'll give Buffy a shot (the cast of the early seasons, mainly):
Buffy -- Laurel Gand: you gotta have a kick-ass, cute blonde. Willow -- White Witch: all witchy and stuff (the original Mysa was even a red-head!). Xander -- Rond Vidar: the ordinary guy who often gets in over his head. Giles -- Brainiac 5, obviously. Tara -- Ayla Ranzz: Auburn-haired, demure (in early versions), and gay. Angel -- Jo Nah: beefy heart-throb with a tortured past. Cordelia -- Tinya Wazzo: She's got the spoiled rich brat background, and could be catty if she wanted to be. Spike -- Mekt Ranzz; c'mon, he's perfect! Drusilla -- Spider Girl, pre-reformed.

Col. Hogan: 5YL Tenzil; smart-alecy but competent. Kinch: Reep - the best spy, never got caught (even as a black man in a Nazi uniform), never a limelight-seeker but gets the job done. Carter: Garth, the farm-boy Newkirk: no perfect fit; Gates comes closest in attitude. LaBeau: Jacques, for Frenchness.
Col. Klink: Universo (monacle and bald, of course) Shultz: Sugyn Hilda: Reboot Luornu, the competent office manager also handy at espionage.

Dr. Donald Westphall -- Star Boy: Kind of a sad-sack hero who means well but whose plans often backfire. Dr. Daniel Auschlander -- Mon-El: very old (in chronological terms) and suffering from a fatal disease (lead poisoning versus cancer). might I suggest some variety in eras among the three choices? Sticking with a single era is rather limiting to anyone not familiar with a particular era (not everyone watches current shows, for instance).
