I think that's Desi Arnez, better known in later years as Lucy's husband, Ricky Ricardo on I Love Lucy
They were married for many years in real life and cofounded Desilu Productions/Studio.
He just looks sort of gay.

Quite a number of the covers remind me of Curt Swan's work and they're pretty good!
The military one looked like a Gene Colan work.

I used to get Patsy and Hedy.
Millie the Model, too, as well as some of the 60's romance books.
