IB gave a pretty good description of the character too, it's just that I don't recall a white boy with that hair in comics of that time. But then I didn't read the non-superhero titles often.

Tis not Kamandi (again, this character was not the star of the series)
And my issues of Crisis are buried in boxes. I was able to view the panel on line. The panel does not name the character, but as I said, it does give a clue to his identity.
And Shining Son, this cameo appearance was his only new appearance in comics in the 1980s
