Which Justice League International member was revealed to have had a crush on Hal Jordan? By crush, I mean it was explicitly stated so, and not merely implied. And just because someone kissed Hal doesn't mean that Leaguer had a crush on him!

Interestingly, Ice had quite the crush on Superman. Very heavily implied, can't remember if she ever stated it to someone.
Crimson Fox considered making Captain Atom, the Martian Manhunter and even Guy Gardner fall in love with her, but eventually fell for Metamorpho.
Dr. Light has admired both Batman and Hal Jordan, but possibly not romantically. The Rising Sun eventually dated her.
Power Girl had a thing for Aquaman, and kissed Hal during the Red Winter storyline, but that was the only time I remember her showing any attraction towards Hal. It might have been brought on by their despair at the time.
And in a fairly horrible twist, after the JLI dissolved and the JLA became a loose "club", Fire started dating Guy Gardner. She shoulda stuck with Nuklon...
I can remember a few jokes that Green Arrow had a mancrush on Hal, but they were just jokes (kinda like the jokes about Nightwing and Arsenal having some sort of sexual tension when they were in the Outsiders)!
