The title of the new series circa 2009 was "The Death-Defying 'Devil"
Note the apostrophe replacing "Dare". While the character is public domain, Marvel lays claim to the name with their own Daredevil.
I would have accepted it with or without the hyphen in Death-Defying because even their own press releases forget that, but the apostrophe was pretty consistent.

Not Steve Dayton or Commissioner Gordon. Lana was doing a field report in that issue.
And although Woozy Winks is somewhat obscure, he isn't the character.
Another hint: This character is not connected to any superhero or superheroine.
