I still have that issue, and if you eliminate the duplicate depictions of 5 Legionnaires (two different eras) you have 22 legionnaires on the cover. Either way, under the 28 count of the mystery cover.

It wouldn't be issue #63 of Volume 3 would it? The final part to the Magic Wars and final issue of the series? I seem to recall a number of Legionnaires depicted on the cover but they were all covered in dripping blood (?) no faces visible.

I don't recall that being one of the 20+ members covers, and I don't remember any mass amount of blood covered Legionnaires on it, but I gotta admit I kinda go blank on those Magic Wars issues.

No I have that one at my site and there is only 11 Legionnaires on it. I was thinking the same thing when I posted about the Magic Wars issue.

I really hadn't considered that one when I did my research because they're all just background heads, not a depicted scene with many, many Legionnaires. Even so, looking at my copy of #29, there are many duplicated heads (and yet... yet... no double-header!) so even without counting I can tell there are less than 20 different Legionnaires.
For the record, I'm eliminating such floating heads motifs from consideration. I'm talking about an actual scene on a cover which has the most (28) Legionnaires in it.
Since several people have made guesses, I'll give a clue that I hadn't planned to. The penciller of the cover never did any Legion stories that I know of, and I familiar with most of 'em. He certainly isn't one of the main or minor artists we associate with the Legion. The inker, signed on the cover, did do a few Legion covers, but likewise no stories that I know of.
The scene by the way is pretty spectacular in my opinion, one of my faves.

Re: my second Q about the first all active membership depiction: I can't think of any active members at that time who were left out of that cover. So, unless someone mentions either a missed Legionnaire or comes up with an earlier cover or panel with all the active membership, I'm going to proclaim the cover of SB/LSH #280 the earliest known scene of the entire active Legion membership!
Okay now that outta spur a few fans to start looking thru some back issues trying to find one earlier. (I don't have it handy, but what about those last pages of SB/LSH #245, the celebratory end of the Earthwar???)
Okay, time for my final clue of the main Trivia question (i.e. what cover has the most Legionnaires on it.)
Prior clue: The issue is question was after V3 #1 and before the reboot. Final clue: It's not a Legion series issue! It's the cover of an issue of a Legion mini-series!
