You are correct ..... that Tony Zucco & Robin is not who I was thinking of.
Hint 2: The Teen Titan in question was not one who regularly appeared.
Note: I am still looking for the villain's name, not the Teen Titan

Seeing as Jericho was a regularly appearing Titan, the answer in no.
recap of the hints. Both Teen Titan & villain predate Crisis and the Teen Titan did not appear regularly.
3rd hint: The villain is not normally associated with the Teen Titans.
4th hint: The Teen Titan's origin has been retconned taking this villain out of it.

I can't believe I forgot Golden Eagle when I was listing all the pre-Crisis Titans in my head. I have that Matter Master issue of Justice League of America too.
